PARTNERSHIP FRAMEWORK FOR DEVELOPMENT, KAZAKHSTAN, 2016-2020
UNIDO:
Contribute to Government efforts to foster inclusive and sustainable industrial devel-
opment, industrial diversification, job creation and export competitiveness. Facilitate provision
of strategic market information and strengthening of export capacities for industrial enterprises
operating in selected priority sectors. Support industrial modernization and upgrading, industrial
energy efficiency and the establishment of quality national infrastructure, to promote high qual-
ity production by small and large enterprises. Support countrywide efforts to enhance national
competitiveness and create nationwide links with regional and global value chains, through sup-
plier/buyer and outsourcing networks, value chain development and partnership agreements.
Support the development of human and technical capacities at national counterpart institutions,
for enterprise diagnosis, industrial upgrading and modernization, strengthening competitive-
ness, sectoral analysis, and market positioning for respective priority industrial sectors. Support
national capacity building, to harmonize Kazakh industrial statistics with international and Euro-
pean standards, creating reliable and internationally comparable statistics
UN Women:
Support policies, legislation and strategies to integrate the needs and priorities of
domestic workers and female labour migrants, and to reduce women’s informal employment.
WHO:
Assist in developing a health workforce that can provide competent and quality health
services. Support the MOH in strengthening its forecasting of human resources for health and
in ensuring that vocational, higher and university medical education takes into consideration
international standards and classifications of medical professions.

IOM:
Strengthen Government institutional and operational capacities relating to migration man-
agement, via technical assistance, helping respond to: (1) migration crises caused by natural or
manmade events, internally or across the borders, through operationalization of the IOM’s Mi-
gration Crisis Operational Framework (MCOF); and (2) migration and environment challenges,
exploring the link between scarce water resources and migration.
UNDP:
Assist in adapting to climate change, both economically and ecologically, with particular
focus on agricultural techniques, ecosystem management, sustainable fisheries and biodiversity
conservation. Guidance to bring national policies into alignment with international environmen-
tal obligations and Conventions.
UNDPI:
Assistance to support strengthening Government’s national and sustainability objectives
through relevant public information outreach (seminars, round tables, etc.) as well as through
relevant cooperation with the local, national and regional media.
UNECE:
Support Kazakhstan in its transition to a ‘green’ economy, improving sustainable water man-
agement, promoting modernization of environmental governance and fostering ‘green’ transition at
local level. Continued support for national implementation of UNECE environmental Conventions.
UNEP:
Assist in advancing environmental governance, adapting to climate change, with par-
ticular focus on ecosystem management, efficient use of natural resources and biodiversity con-
servation. Continued support for national implementation of UNEP environmental Conventions.
UNESCO:
Mobilize science for the sustainable use of natural resources and for disaster mitigation.
UNICEF:
Provide technical assistance, expertise and advice to the Government regarding its
management and distribution of food and nutrition – with particular reference to vulnerable
population groups/children. Provide technical advice on sustainable provision of social protec-
tion and ‘safety nets’ to citizens, especially to the most vulnerable, who are hit hardest by high
food prices and financial losses in times of crisis.
UNIDO:
Support deployment and diffusion of best practices and technologies for energy man-
agement and efficiency in industry. Assist in phasing out national consumption of methyl bro-
mide, with the exception of quantities used in quarantine and pre-shipment fumigation and for
feedstock applications, to help Kazakhstan comply with its Montreal Protocol obligations.
UNISDR:
Technical assistance to strengthen policies and strategic actions for building resilience
to disasters from natural hazards and climate change.

UNOPS:
Assistance to strengthen Government’s national and sustainability objectives through
robust risk management framework in order to enhance the likelihood of more sustainable and
resilient projects and programmes especially in the infrastructure sector, e.g. energy-efficient
buildings and designs, solid waste management, cost-effective renewable energy solutions, and
DRR mainstreaming.
WHO:
Technical assistance to strengthen risk assessment, risk management and surveillance for
integrated risk reduction, in particular chemical safety, linking natural and environmental protec-
tion with protection of human health.

Support national dialogue between Government and non-Government partners to ad-
dress the challenges of irregular migration, and combat human trafficking through prevention,
protection and prosecution. Assist in establishing national referral mechanisms and the work of
stakeholders in assisting victims of trafficking. Foster the mainstreaming of migration into the
development agenda of Government policies and programmatic funding.
OHCHR:
Support Government capacity building, and that of non-Government organizations,
to raise compliance with UN human rights standards and to improve protection against human
rights violations. Mainstream human rights by raising awareness of ratified human rights treaties
and other UN human rights mechanisms, by sharing best practices, and by providing technical
assistance in some priority areas.
UNDPI:
In cooperation with UNESCO assist to support promoting universal access to information
through relevant public information outreach (seminars, round tables, etc.) as well as through
relevant cooperation with the local, national and regional media.
UNESCO:
Promote universal access to information and knowledge.
UNFPA:
Provision of policy advice and advocacy, as well as support for the Government in using
demographic data for planning and policy development, including through the establishment
of a national system of population registers and better understanding of the causes of the latest
national population trends and patterns.
UNHCR:
Policy advice and advocacy, jointly with civil society, to undertake reforms enabling
refugees, asylum-seekers and stateless persons to access health services, education and em-
ployment. Promotion of the accession by Kazakhstan to the 1954 and the 1961 Conventions
on Statelessness.
UNICEF:
Enhance the protective environment for children, reducing societal tolerance towards
violence and crimes against children, and improving related monitoring and enforcement sys-
tems, to ensure access by children and families to protection mechanisms, including justice. Sup-
port Kazakhstan in establishing national platforms of exchange, and national dialogue between
all sectors of society for advancing children’s rights domestically.
UNISDR:
Provision of policy advice and advocacy to strengthen a multi-sectoral and mul-
ti-stakeholder approach to disaster risk planning. Support Kazakhstan in strengthening its ex-
isting National Platform for Disaster Risk Reduction, for effective implementation of the Sendai
Framework for Disaster Risk Reduction 2015-2030 (http://www.wcdrr.org/uploads/Sendai_

UNODC:
Support the building of stronger ties between communities and law enforcement bod-
ies, to increase community resilience in affected areas, helping prevent and respond to crime.
Promote civil society engagement in the development, implementation and evaluation of na-
tional drugs and HIV programmes.
