organization of activities of medical institutions at the CPHC level and other
health organizations. Moreover, the practical contribution of the work is that
materials of the thesis have been effectively used in the team training projects
of the Ministry of Health of the Republic of Kazakhstan and the UNICEF
"Implementation of a Universal-progressive Patronage Service Model at Home"
on the basis of the Practical Center of Family Medicine "Demeu", training
"Development of professional competencies of a social worker in the health
sector".
Basic provisions to be defended:
1. Within the framework of the problem of rendering social services in the field
of health care, it is necessary to form the professional competencies of a social
worker. Formation of professional competencies of a social worker for this type
of activity will be done at a better and professional level in case it is based on
the world professional experience of scientists and practitioners within the walls
of schools and universities.
2. Professional competence of a social worker in the provision of social services
in the field of health care is formed in the process of education and self-
education, scientific and practical skills that affect the quality of effective
solutions to professional problems.
3. Improvement of professional competencies of a social worker in the
provision of social services in the field of health care is most expedient through
a client-oriented model based on methodological, adaptive-innovative and
systemic approaches. The model of professional competencies of a social
worker in the provision of social services in the field of public health is realized
in the process of interaction between subjects of medical and social activity,
where the social worker, as the main initiator in interaction with the client,
provides special social services to people in a difficult life situation. Such
interaction will be effective if the specificity of activities of social workers and
the formation of their professional competencies are taken into account.
4. Technology of professional competencies formation of social workers in the
provision of social services in the health sector is a set of didactic operations of
algorithmic nature, ensuring their qualitative changes (from the initial level of
readiness to performance).
5. The increase of social and professional status of a social worker in the
provision of social services in the healthcare sphere depends directly on the
institutionalization of social work in the healthcare of the Republic of
Kazakhstan, where a competent management system, specialization and regular
professional development are the main factors for implementing the social
workers' professional competencies in providing social services in the field of
health care.
Approbation and implementation of the main research results:
Results of the work were discussed at the meeting of the National School of
Public Policy of the Academy of Public Administration under the President of
the Republic of Kazakhstan, included in the report on the research work of the
Academy.
1 scientific brochure was published on the topic of the thesis, 19 articles, 4 of
which were in magazines having an impact factor, the results were reported at 2
International Scientific and Practical Conferences.
The work took part in 2 competitions of the Academy of Public Administration
under the President of the Republic of Kazakhstan "Kazakhstan intellectual
leadership: a look into the future" 2015-2016, by results of which it was
declared the winner, was included in the working groups of the Ministry of
Health of the Republic of Kazakhstan to promote the project "Public Health
Service".
The base of the research: the study was conducted for 10 years in three stages,
at the following bases: Ministry of Health of the Republic of Kazakhstan;
Department of Special Social Services of the Ministry of Labor and Social
Protection of the Population of the Republic of Kazakhstan; Health Department
of Astana; subordinate medical organizations: City polyclinic № 4; Practical
Center of Family Medicine "Demeu".
The thesis consists of an introduction, three chapters, conclusion, a list of
sources used and an appendix.
The first chapter is devoted to the theoretical and
methodological foundations of the activity of a social worker in the field of
health care, where social services in the health care sphere are analyzed as a
phenomenon and the object of the social worker's activity. The analysis of
literary sources showed that complex medical and social work contributes to
positive changes in society, solving problems in human relationships,
increasing the responsibility of the person for himself and his health, realizing
his right to a decent life. Based on theories of human behavior and social
systems, social work is included in the process at the stage when a person
interacts with the environment, influencing through social health to individual,
and through him, to public health.
An integrated approach to solving human health problems is necessary for a
modern society, and shifting the emphasis from treating the disease to its
prevention and promoting a healthy lifestyle involves changing approaches to
work with the patient. Workers in the healthcare sector must actively move to
the methods of eliminating and preventing conditions that cause health threat
for their patients. In order to solve these problems effectively, it is necessary to
involve the public, attract resources from local communities, including social
welfare agencies, schools, religious and business communities, and youth
groups. The lack of proper attention to the prevention of diseases and
promotion of a healthy lifestyle, the enhancement of cultural and educational
potential of society adversely affects the behavior of majority of the population.
Introduction of social work in the field of health care allows to solve such
problems as identifying factors that affect human health, its social adaptation,
and social preventive measures to eliminate diseases. Preventive measures
realized by medical personnel are not always effective, because these
preventive measures do not solve a set of social problems or solve them
partially. The medical staff does not sufficiently study the impact of social
