The trilingual in Kazakhstan and its impact

The President of Kazakhstan Nursultan Nazarbayev on 5 September 2012 instructed the 

government to implement triyazychie at the preschool level. The head of state said in his 

interactive lecture at the University that bears his name.[1] 

Over the last 20 years Kazakhstan has set an example as a country that strictly respected 

the rights of ethnic population. In a country where there are more than 130 ethnic groups, the 

Russian  language  has  a  crucial  communicative  function.  One  of  the  main resources of 

Kazakhstan – the transition to the model of trilingualism, which the neighbours can only dream 

of. Course Nazarbayev is to preserve Russian and to teach English, develop the Kazakh 

language. 

The question of how implementing a program of language support, and repeatedly 

discussed at meetings of different levels. Including with participation of the President. The pace 

of implementation of the program cannot meet the objectives of the government. There is a 

problem with the quality of textbooks in English, is not perfect technique. All of this requires 

time, patience and money. Inter-ethnic sphere, the sphere of development of languages –  the 

subject is so complex and delicate that it is necessary to make these issues a broad public 

discussion in a very low-key, the correct form. [2] 

"The first is based on international best practices to introduce modern teaching methods 

in preschool education institutions, they must be innovative, with the formation of technology 

and creativity, — said Nazarbayev. — The second details the development of a system proposal 

for the coverage of preschool education for children. The third level of preschool education to 

ensure the widespread adoption of triazicide. So we can build a logical system of language 

acquisition. The basics will be explored at the kindergarten level, the school basic level, at 

University or College — professional language in the field". 

In may 2012 the club of Institute of political decisions in 16 cities of Kazakhstan carried 

out a sociological  study  entitled  "Social  health  in  Kazakhstan  cities".  More  than  a  third  of 

respondents (38.6 per cent) were in favour of the development of triazide in the country, that is 

the uniform teaching of the Kazakh, Russian and English languages. For intensive introduction 

of  the  Kazakh  language  was  made  by  30,4%,  the  nationalist  slogan  "Kazakhstan  for  the 

Kazakhs" was supported by only 8% of respondents. 

According to experts of Institute of political decisions, ethnocentric potential is highest in 

Central Kazakhstan. A negative assessment of ethnic relations in this region gave 56,2% of the 

respondents. In General across the country, more than half of the population does not have 

problems when communicating with other nationalities and assesses inter-ethnic relations as 

"friendly".[3] 

The Minister of education and science of Kazakhstan Aslan Sarinzhipov explained how 

Kazakhstan will switch to English the language of instruction in high schools and colleges. At 

the Board meeting in Astana the Minister recalled the order of the President of Kazakhstan 

Nursultan Nazarbayev on gradual transition and development of the English language in high 

schools  and  universities.  "The  Ministry  is  working  on  the  implementation  of  the  project  of 

trilingualism, and for the implementation of this step is to implement a gradual transition to 

English-language education in universities for individual professionals SIID, also for individual 

teachers naturally-mathematical cycle in the pedagogical universities. It is planned to increase 

the annual reception on the state order on 1800 undergraduates, 900 bachelors to teach English," 

said the Minister of education and science. According to him, will be opened preparatory

departments of universities to increase the level of language training. "Higher skills more than 

two thousand teachers in language training. Adapting foreign textbooks on the subjects of 

natural-mathematical cycle, also will develop educational programs and textbooks in English," - 

said Sarinzhipov. He noted that all activities will be implemented in the second phase of the state 

program of education development -  2016-2020. Earlier, the Head of the state Nursultan 

Nazarbayev has instructed to develop a roadmap for the development of trilingual education. 

"We are doing so that the English language now must be taught from the first grade. And in the 

11-12 grades all subjects must be in English," - said Nazarbayev informed. [4] 

In high school all school subjects should be conducted in the English language. This was 

stated by President of Kazakhstan Nursultan Nazarbayev at the meeting with representatives of 

the  Kazakhstan  public  in  Akorda.  "We  are  doing  so  that  the  English  language  now  must  be 

taught from the first grade. And in the 11-12  grades  all  subjects  must  be  in  English",  -  said 

Nazarbayev. The head of state cited the experience of Malaysia. "When we got independence 

after the war, they decided to put the state in the Malay language. And no one knows in the 

world. And switched back again to English. Similarly, in Singapore. Not because we love-not 

love, all in this language (talking), Internet space, all of IT. Children we need to teach the three 

language policy", - he said. "We have the state - Kazakh, it must be preserved. We have to learn 

this language. Russian language is the language of our integration," the President added.
