Status Quo
Constitution – is the main law of Republic of Kazakhstan, which affirms it “democratic, secular, legal and social state, the most important things are the men, it’s life, rights and freedoms”, nobody can be discriminated because of derivation, social and property position, sex, race, national language, attitude to religions, beliefs, place of living or any other circumstances. Article 17 says, “dignity of a man is touchable” and, nobody can be under torture, violence, other cruel treating of punishment “. But nowadays these articles are broken. The population of KZ is ___ mln, ___ is women. ___ mln women are married. ___ women suffer from violence, about ___women die because of cruel treating of their husbands. Violence is often met in families. Domestic violence is one of the main reasons of body wounds. Every year about ___ mln women suffer from different kinds of mockery. Every fifth woman was beaten at least once. 46% women suffer from threatens or violent actions of their husbands. Almost 16% women are under permanent and intensive psychological violence. 23% women became victims of one or more kind of sexual violence. Most women of this group do nothing to punish offenders. Only 23% write applications to the police, but many women take their applications back in 1-2 weeks under husband’s pressure. Very often women don’t know their rights and can’t protect themselves. So, the main reason of the violence to the women attitude is their juridical illiteracy. KZ ratificated all the documents important for protecting from violence:
Universal declaration about political rights.
Convention of political rights of women.
International pact of civil and political rights.
Declaration of liquidation of the violence to the women attitude.
But women don’t know about these documents and so, they cannot know about their rights.
Problem: Women don’t know about their rights and so they can’t resist the humiliation and violence into the family.
The reasons of origin:
The government doesn’t conduct the works about popularization point 2 clause 13; point 2 clause 14, and clause 17 through the families in the Republic of Kazakhstan.
The authorities of the home activity don’t pay much attention to the viewing, connected with the debasement and violence.
Actuality:
According to point 1 clause 1 the constitution of the Republic of Kazakhstan, Republic of Kazakhstan secures himself as the democratic, fashionable, legal and social government, the highest values of which are the men, his rights and freedoms. Lawful Government – it is the government in which the population knows about their rights and duties. So, the women are the competent members of our society must be, first of all, informed about their rights to protect themselves.
The ways of solving the problem:
The Ministry of the home Activities works out, parliament considers, the president claims the program “Women’s rights and freedoms”, which will embellish the Declaration of liquidation of the violence to the women attitude, aimed to explain and execution of clauses 13, 14, 17, 18. The plan of events included this program consists of the following points:
Create spots explained women’s rights and duties in the offices.
Start work with newly married couple explaining woman’s part in the family.
Control women’s employment.
Creation pamphlets devoted to the questions of family violence and protection from violence. Clauses of the Constitution of Republic of Kazakhstan will be located in this pamphlets, addresses and telephones of NGO will be indicated in the part named “If you are in trouble and don’t know what to do”.
Showing this problem in mass media, id est articles in the papers, advertisements on the radio, and creation and using commercials devoted to this theme and demonstration on nation and local TV- and radio-channels. Besides other information commercial will contain the following data:

The organization of lectures for the workers of different institutions and enterprises. The themes of these lectures will be devoted to the women’s rights in the families, their protection from violence. The lectures will be held by the representatives of the social services. Leaders of the Trade Unions will control this lectures. The lectures will be held twice a year.
The organization of informing workers of ADA about the victims of domestic violence and the control over ADA’s doings of examinations announcements. NGO, which protect women’s rights with the Family affair committee analyzing ADA’s reports of rendering help quarterage. NGO will work only in their interest. So, ADA’s activity will be more transparent, and ADA’s workers will pay more attention to protecting women’s rights in the family.

Program design – 100 000;
Publicity development – 300 000;
5 000 will be paid for a person who hold lectures;
Pamphlets development – 800 000.
Consequences:
The consequences will be wonderful!
Women will be able to protect themselves from domestic violence;
Women’s lawful competence will increase;
Women will know where they can call in the conflict’s cases.
