In the Republic of Kazakhstan, the state has a significant impact on the formation of the domestic pharmaceutical market through the provision of a guaranteed volume of free medical care (GOBMP). The support of domestic producers is carried out within the framework of existing programs for the development of the manufacturing industry.
One of the main tasks of the state in the pharmaceutical industry remains to achieve 50% of the domestic market with pharmaceutical products of domestic production. In this regard, the decisive tasks of the state on the formation of the pharmaceutical market of Kazakhstan are:
* modernization of existing production facilities and construction of new pharmaceutical enterprises as part of the implementation of investment projects;
* implementation of international quality standards (GMP) at pharmaceutical industry enterprises;
* creation of conditions for import substitution of pharmaceutical and medical products based on modern technologies in accordance with international GMP standards;
* providing the industry with qualified personnel.
The share in the gross domestic product, that is, the share of the total economic production of medicines in Kazakhstan has increased compared to previous years.
Attracting foreign investors to the pharmaceutical industry is a vital necessity. The inflow of investments will be able to accelerate the development of pharmaceutical enterprises, improve the quality of human capital, create new jobs, attract advanced technologies and stimulate their spread in the industry, as well as contribute to the implementation of import substitution policy.
Taking into account the ongoing changes in the global pharmaceutical market, in order to increase the competitiveness of domestic products and, accordingly, increase its share in the market of the Republic of Kazakhstan, domestic enterprises need to expand the list of manufactured products in accordance with international GMP standards and switch to the production of highly profitable generic drugs, with the reorientation of sales markets from hospital to retail markets.
