PARTNERSHIP FRAMEWORK FOR DEVELOPMENT, KAZAKHSTAN, 2016-2020
The coming years will be defined by important
contextual changes for the United Nations-Kazakhstan
partnership, building on the unique and solidly
established strategic co-operation that already exists
with the Government. In this regard, the PFD has been
particularly guided by the country’s aspirations under
‘Kazakhstan 2050’, and related national strategies and
policies – such as the new Nurly Zhol economic policy,
and the nascent post-2015 Sustainable Development
Goals (SDGs). Important parallels exist among these
strategies, providing a vision for the future based
upon human rights, equity and sustainability. In aiding
progression towards national and global goals, the
PFD is also guided by the United Nations’ comparative
advantages.
The overall vision of the UNCT in Kazakhstan, under the
PFD, is to:
Develop a new pathway for strategic
partnership with Kazakhstan, to achieve
the ‘Kazakhstan 2050’ vision, by building
a prosperous, equitable and inclusive
society, strengthening the accountability
and effectiveness of public institutions,
and facilitating the country’s regional and
international co-operation.
Fundamentally, the United Nations system in
Kazakhstan, inclusive of resident and non-resident
agencies, will foster deepened trust as the basis
of partnership with the Government and with civil
society, at all levels. Efforts will capitalize on various
agencies’ expertise, to further horizontal and vertical
links between institutions, at national and sub-national
levels. Particular attention will be given to assisting
Kazakhstan in offering development models for the
region and for the world, while addressing the critical
human development challenges that remain in spite of
the country’s middle-income status.
Six PFD Outcome targets have been identified within
three Pillars of action: Reduced Disparities and
Improved Human Development; Promotion of Stronger
and More Innovative Public Institutions; and Enhanced
International and Regional Co-operation. Emphasis
is being given to a human rights-based approach,
particularly for vulnerable groups: persons with
disabilities, children and young people, people living
with HIV, and internal and external migrants. There will
be specific capacity development for monitoring and
evaluation and for improving the overall evidence base.
Meanwhile, youth involvement and gender equality will
be to the fore. Inter-sectoral links will be used across all
spheres.
Under the PFD, the UNCT will implement new
approaches to coordination mechanisms, improving
joint programming, monitoring, evaluation and
reporting. Kazakhstan’s authorities are taking on
major responsibility and accountability for achieving
EXECUTIVE SUMMARY
The Partnership Framework for Development (PFD) sets the strategic vision and direction for
the United Nations Country Team (UNCT) in Kazakhstan during the period 2016-2020, and
is the result of a consultative process with the Government and other partners. It analyzes how
the United Nations system can continue to most effectively coordinate its activities in response
to national priorities, while serving as an easily accessible overview of United Nations goals and
activities in Kazakhstan.

PFD Outcomes as part of the partnership framework.
Management arrangements will ensure that focus
areas and UNCT support for achieving PFD Outcomes
are organized coherently, enhancing opportunities
for complementarities between the United Nations
and national and international actors, while reducing
duplication, and ensuring convergence of support
across targeted areas, with special focus on vulnerable
groups.
Several key strategies for effective PFD implementation
have been identified and will be mainstreamed
throughout the process. Moreover, the UNCT will strive
not only to bring the world to Kazakhstan, but to bring
the considerable achievements of Kazakhstan to the
world.
The PFD presents these new pathways of co-operation
and partnership with Kazakhstan:

Better leverage of UNCT expertise, knowledge and
experience, providing more coherent and joint
policy advisory services in the spheres of economic,
social and environmental sustainability, transparent
and accountable governance, and regional co-
operation. This will include prioritized, concerted
joint efforts to address inequalities across all spheres,
the promotion of the ‘Government for the People’
concept across programmes and projects, and joint
support for Kazakhstan’s commitment to becoming
a regional leader/facilitator.
•
Deeper engagement with national and local partners,
proactively and dynamically monitoring progress
and guiding joint action, taking into account shifts in
the political and economic landscape of the country
and the region.
•
A more compact set of strategic Outcomes and
Outputs, with more focused indicators, baselines
and targets, relying on data collection and an
evidence-based system, set up with key partners.
•
Stronger ownership by the Government of proposed
PFD Outcomes, including the advancement
of Government co-financing and a political
commitment to allocate resources in a timely and
reliable fashion, preferably for a medium-term
period.
•
Adherence to the principle of delivering results more
effectively, across fewer spheres, with a ‘value-for-
money’ approach and improved business processes.
•
Improved knowledge management, East-East/
South-South and triangular co-operation, and
networking, in-country, regionally and within a
global context.
The United Nations system also offers considerable
potential to build upon strategic partnerships with
national and regional institutions, as well as with non-
Government and civil society organizations, think
tanks, academia, media and the private sector. In this
way, it aims to push forward the development agenda,
while leveraging political will. The UNCT will particularly
strive for a more robust ‘joined-up’ approach and inter-
agency co-operation, applying the most appropriate
and feasible elements of the United Nations Standard
Operating Procedures for Delivering as One.
Throughout the PFD 2016-2020 cycle, the UNCT
will offer a stronger and more strategic partnership
agenda, generating innovative, relevant and up-to-
date knowledge and expertise for the implementation
of SDGs and Kazakhstan’s national vision.
