UNV:
Support the Government and civil society in establishing a volunteerism-related policy and
a law to promote citizen participation and societal well-being through volunteerism, particularly
among youth.
WHO:
Assist the development of a comprehensive health programme, based on a coordinated
and comprehensive multisectoral approach to health, ensuring responsibility and accountability
of the health and non-health sectors, to achieve specific improvements to public health. Tech-
nical assistance for adequate monitoring and adaptation of the health programme, based on
emerging trends in the epidemiology of diseases, health threats and population expectations
and preferences.

IOM:
Promote equal access to information, services and justice for migrants and victims of
trafficking, through the revision of national legislation, to ensure alignment with international
standards.
OHCHR:
Support for the implementation of UN recommendations on human rights mecha-
nisms, helping the state in forming its action plans, and advocating for a holistic approach in
implementing and coordinating reporting and follow-up mechanisms.
UNDP:
Support effective communication between national policymaking bodies and local com-
munities, to ensure correct, timely and equal access to up-to-date information. Strengthen ac-
cess to justice, legal aid and bar associations. Support
the national UPR Action Plan, working
with such partners as the Ministry of Finance, the Ministry of the Interior, the Economic Ministry,
and the Regional Civil Service Hub, based in Astana. Promote effective and sustained scaling-up
of experience and successful governance and public sector development practices. Support local
governance, to bolster its systems and capacities, strengthening policy and regulatory frame-
works for decentralized decision-making and fiscal mechanisms, and addressing issues of re-
gional disparity in a more integrated manner.
UNFPA:
Provide expertise on data collection and analysis, relating to national domestic violence
surveys and a multisectoral response to gender-based violence.
UNHCR:
Support the judiciary in taking a more active role in controlling administrative decisions
affecting refugees, asylum seekers and stateless persons, particularly through encouragement
of litigation in courts.
UNICEF:
Support system reforms in mainstreaming child rights in policies as well as practices
of justice professionals. Enhance protection of child victims and witnesses of crime; improve
effectiveness of diversion and alternative justice measures for children in conflict with the law.
Strengthen evidence-based child rights monitoring mechanisms through child-friendly op-
erational instruments and effective responses to violations
by human rights institutions, the
non-Government sector and the media. Assistance to increased access of children to complaint
and communications procedures.
UNODC:
Assist the development of new instruments, strategies, policies and programmes for
crime prevention and criminal justice reform. Support prison system reform and the implemen-
tation of non-custodial sanctions and measures, in compliance with human rights principles and
United Nations standards and norms.
UN Women:
Support for judicial actors in their capacity to respond efficiently to violence against
women and to protect women’s rights. Assist in a countrywide assessment of the prevalence of
violence against women, for use in forming a policy response, and support local governance
institutions in delivering efficient public services to women in need, with particular focus on
preventing and responding to violence against women.

IOM:
Promote regional dialogue, co-operation and coordination in addressing mixed migration
challenges
in Central Asia, through regional consultative processes – such as the Almaty Process.
Promote Kazakhstan’s leading position in addressing migrant rights, addressing challenges of
irregular migration, and combating human trafficking, through preparing special reports and
developing recommendations and programmes.
UNDP:
Support the implementation of regional initiatives vital to building bridges between
countries in the region. Assist the MFA, in particular, in establishing and strengthening the na-
tional development assistance agency/policy and offer co-operation for sustainable human de-
velopment. Strengthen the policy, research and learning approaches of the Regional Civil Service
Hub, in Astana, as a strong advocate of civil service reform in particular, and public sector trans-
formation in general, not only in Astana but across Hub participating countries.
Support Kazakh-
stan’s efforts to integrate and/or localize SDGs, consolidating efforts at national development
planning, implementation and monitoring.
UNDPI:
In cooperation with corresponding UN agencies and programmes promotes the
achievement of Sustainable Development Goals (SDGs) in the region, and assists in promoting
and implementing United Nations principles, standards and Conventions through relevant pub-
lic information outreach, (seminars, round tables, etc.) as well as through relevant cooperation
with the local, national and regional media. In cooperation with the UNRCCA assist and support
strengthening Government’s conflict prevention capacities through
relevant public information

national and regional media.
UNECE:
Support Kazakhstan’s regional co-operation in the fields of trade, transport, border
crossing, and water, energy and environment, contributing to improved regional connectivity
and further boosting economic development. Close collaboration is expected with the UNESCAP.
UNEP:
Support Kazakhstan’s efforts in promoting regional cooperation over preservation and
sustainable use of shared natural resources and transboundary ecosystems. Assist with imple-
mentation of practical measures for addressing existing and emerging environmental threats in
Central Asia. Support Kazakhstan’s participation in the Framework Convention for the Protection
of the Marine Environment of the Caspian Sea (Tehran Convention), including building of na-
tional capacities for the implementation of auxiliary Protocols to the Convention, and advancing
developments under the Framework Convention on Environmental Protection and Sustainable
Development in Central Asia and cooperation within the Interstate Commission on Sustainable
Development.
UNESCAP:
Support Kazakhstan’s regional co-operation in the fields of transport,
energy and
ICT, contributing to improved regional connectivity and strengthening economic co-operation.
Support the SPECA programme jointly with the UNECE.
UNESCO:
Improve scientific knowledge and promote policies for the sustainable management
of water resources and transboundary aquifer systems.
UNFPA:
Support the Government in addressing CEDAW Concluding Observations and Universal
Periodic Review recommendations within its mandate/agreed division of labour within the UN
System.
UNHCR:
Through the Regional Office in Almaty, support the Government in coordinating region-
al initiatives, addressing the situation and needs of refugees and asylum seekers in mixed-mi-
gration movements across the region, via the Almaty Process on Refugee Migration and Inter-
national Migration.
