authors found general directions corresponding to the subject of this study. First of
all, it is worth noting a single conceptual field of professional competence, in
which professional competence is viewed as a cumulative, integral characteristic
(quality, feature) of a person integrating individual partial components
(components, competences). Secondly, professional competence is defined as the
desire and ability (willingness) manifested in practice to realize their potential
(knowledge, skills, experience, personal qualities) for successful productive
activity in the professional sphere, awareness of social significance and personal
responsibility for the results of this activity, and the necessity of its continuous
improvement (Pandey S., Lama G. and Lee H.,2012). Thirdly, the formation of
professional competence can be effectively implemented only in the process of
continuous professional education. Moreover, in the educational process it is
necessary to take into account modern pedagogical approaches to professional
training of future specialists, basic professional competencies, professionally
significant qualities of students in the specialty "social work", professional specific
values of social work and psychological "contraindications" to social work
(Pantyuk I.V., 2001).
The idea of the professional development of a social worker as a form of
personality development was studied by the authors S.T.Janerian and L.M.
Ryabikina. The activities of the social worker are studied in the works of Judith S.,
Raikus and Ronald S. Hughes, T.V. Chernikova, N.B. Shmeleva, E.I. Kholostova.
Markova A.K. (2006) gives her own definition to professionalism: "The
professionalism of a person is not only an achievement of high professional results,
not only productivity of labor, but also indispensable presence of psychological
components - the person's internal relation to work, the state of his mental
qualities. When considering and evaluating the professional qualities of an
individual, it is of great importance from which value orientations they proceed,
what kind of internal resources they voluntarily and, in their internal conviction,
invest in work".
Kenzhebekov B. (2002) has also defined professional competence, under which he
understands “a set of fundamental knowledge, a high level of technological
sophistication, generalizations of the skills and abilities of a person, his
professionally significant and personal qualities, culture and skill, readiness for
constant self-development, and creative approach to the organization of activities”.
In acmeology as a science about the conditions and factors that ensure the highest
level of achievements in any activity in recent years, the category
"professionalism" is being actively studied. From the point of view of the
acmeological approach, professionalism includes, on the one hand, qualitative
characteristics of the subject of activity, including its psychophysiological states
and mental processes; on the other hand, professionalism is understood as the use
by the subject of means and methods of activity that ensure its effectiveness
(Derkach A.A., 2004).
Attempts to study the formation of professional competencies of social worker
were undertaken in psychological and sociological science by the authors I.
Aranovskaya, T.Yu. Bazarov, T.G. Zhuravleva, I.A. Zimnyaya, M.D. Ilyazova,
T.L. Kremneva, P. Knezel, O.A. Ovsyanik, L.A. Pershina, O.V. Pleshakova, E.G.
Studenova, M.V. Firsov. This problem was raised abroad by such researchers as D.
Gnas, S. Pandey, E. Braun, L. Kochler, B. Gai, L. Marian.
Much less work is done on the competence of a social worker in the health sector.
So, Tynyshbaeva A.A. (2014) believes that the social value and effectiveness of
social work in health care is covered through institutionalization of the social
worker's activity. In the works of Abzalova R.A. (2005-2017), a pioneer of
practical implementation of social work in the Republic of Kazakhstan in the
Center of Primary Health Care (hereinafter CPHC), current positions of social
work are considered, the role and specificity of the social worker's activity in
effective models of complex medical and social assistance in the healthcare system
of Kazakhstan. The author singled out the main aspects that affect professional
competencies of a social worker.
Unfortunately, despite the existing definition of a social worker’s status, our
legislation and practice make discrepancies in the functional duties and level of
responsibility of a social worker in the sphere of education, social protection and
public health.
Thus, analysis of literature points to the need to study the formation of the
professional competencies of the social worker in the healthcare sphere.
Thus, the analysis of literature points to the need to investigate specifics of the
formation of professional competencies of a social worker in the provision of
social services in the health sector, which is the purpose of this study.
The object of the dissertation research is the activity of a social worker in the
provision of social services in the field of health care.
The subject of the research is the process of forming the professional
competencies of a social worker in the provision of social services in the field of
health care.
The hypothesis of the research is that the high-quality provision of social services
in the healthcare sphere requires the formation of professional competences of a
social worker, and their effectiveness will be based on a client-oriented model
implemented through a specially developed technology.
The purpose of the dissertation determined the following research objectives:
1. To analyze the theoretical and methodological basis for the formation of
professional competencies of a social worker in the provision of social
services in the field of health care;
2. To reveal features and specifics of the formation of professional
competencies of the social worker in health care using the PEST-analysis
method;
3. Develop a client-oriented model for the formation of professional
competencies of a social worker in the provision of social services in the
healthcare field;
4. To diagnose the formation of professional competencies of social workers in
the provision of social services in the field of health care;
5. Develop a technology for the formation of professional competencies of
social workers in the provision of social services in the healthcare field.
